The Deux rives de la Seine urban community (CA2RS) has initiated a large-scale action plan designed to make the Deux Rives de Seine territory the spearhead of the new eco-construction hub launched by the Seine Aval Integrated Urban Project. The CA2RS wishes to give renewed impetus to the future Eco-hub, a business park dedicated to industrial eco-construction activities directly linked to waterways.

As such, a property development dedicated to the economic operators of the sector was commissioned. This eco-construction Park, called "Fabrique 21", addresses a number of issues. Firstly, provide an ideal expertise and outsourcing platform to promote and give access to all sustainable housing professions and services. Secondly, demonstrate that it is possible to run a multi-purpose property construction project while taking into account as many environmental issues as possible.

Finally, this park is an opportunity to create a unique place in the Île-de-France region, bringing together companies involved in housing construction or renovation as part of a sustainable development approach on the same site: This 5,000m² park features eco-construction stakeholders (experts in wood-based construction, advanced thermal insulation, artisan workshops, etc.). It includes 10 workshops totalling 3,000m², 800m² of architectural firms specialising in very high energy-efficient homes, a 600m² training centre, where professionals and individuals can learn about new industrial trades, and a 600m² retail area.

The purpose of this operation is also, more generally, to address the region's structural difficulties, stimulate employment and enhance the region's attractiveness for businesses, by focusing on the development of specific sectors (eco-industries, eco-construction and energy efficiency, mechatronics) and tertiary activities in the fields of industry, knowledge economy and ICTs.
